But it must be performed in order to have any meaningful effect. It is no use saying the people are sovereign if nobody acts as the sovereign people. I should say, it's no use to the people just to talk the talk of sovereignty without walking the walk. It is, of course, very convenient for established power that the people should be content with the title while exercising none of the authority.
